paint.net is pretty powerful, and its fully free just like the GIMP... I have it installed from before.... theres hundreds of plugins for it as well, all in their forums.... just in case ya don't want to DL from a third party place. Thanks for the up beek, this might be an easier way than hunting down the best plugins on their forums.
