pretty sure you could just download any windows media centre edition, do a clean install, and get any needed drivers from dells website.
The only version i can find of your request is a torrent, which Im pretty sure isnt allowed to be posted, but if you want it send me a PM.

I have a Dell Latitude myself and dont use a recovery disk, i just do clean installs of XP.

i havent tested this myself. so i recommend scanning it first, it is a full install disk..
its lock to oems but yours is there..
